Hello. I can apply to both US and Indian variant of amex platinum card and pre-approved for either of them. Foreign transaction fee or Amex transaction fee?

Two different things. Sometimes merchants tack on an extra “tax” for using Amex because it’s more expensive for them to take. It. I believe this is technically a violation of Amex’ TOCs but they do it (doesn’t have to be for international travel; I’ve seen it domestically). Foreign transaction fees are levied by the credit card company and the banks. Two totally different things.
