I had tried everything in this thread and other threads and could not find the issue until I just started hunting around the new settings menu and found a setting that got this to work.
When I connected to my computer running Windows 10, my Bose QC II headphones would show up in the audio output device list as Headset (A2DP / Hands-free) and Headphones (Stereo) - they were separate, selectable and changeable devices. I use SoundSwitch to switch between audio devices quickly and would often switch between these options, depending on if I was in a virtual meeting or listening to music.
For whatever reason, Windows 11 no longer separates these two modes into different devices - instead, you only get the Headset option by default. AD2P / Hands-free is not great for audio - it sounds like a phone call through a Bluetooth headset. You probably noticed that whenever sound did play, the microphone would turn on too - just like a Bluetooth headset.
To change it to Stereo, I had to go to Settings > System > Sound, then scroll down to "Input" and select the arrow next to the "Headset". Above "Input Settings" is an option that says something along the lines of "use as default for voice". I selected something along the lines of "use as default for audio" and it fixed the problem instantly. This option is no longer listed on my machine, so I can't tell you exactly what it says, but it's pretty self explanatory. FYI - this section also shows you the difference in audio quality between A2DP and Stereo (1 channel 16 kHz vs. 2 channel 48 kHz).
Update: I had the same issue pop-up again and the above options were no longer available. My workaround the second time was going to Settings > System > Sound > Headset, then turning Enhance Audio on or off and on.

BTW, I have the same issue. Win 11 laptop not recognizing Bose Soundlink Mini as a speaker even though it is connected as a bluetooth device. The speaker works fine if it's connected to my android phone to verify if it has an issue.
If someone else has a real answer, I would appreciate it.
As a start as a branded PC you have undated from the wrong sources.
Win11 by default only installs critical security updates, unless you made the mistake of selecting “Get latest updates” which includes drivers.
See your laptop/PC makers support to update both bios and ALL drivers.
There should be a shortcut to that makers update utility on your system.
Then set Bios to defaults & Pwr to balanced. At the end of the day shutdown, do not leave in sleep.
As a bluetooth device the Bose dosnt require drivers but it may have its own settings software - I didnt check - The sound icon to the rt of the task bar, check the Input/output options
