While I am able to pair my buds with my Windows 10 Surface Pro tablet, there is no option to actually connect them.
Go to Start > Settings > Devices > Bluetooth and other devices.
Find your paired Bluetooth device in the list of available devices, and click on it.
Click on the Connect button.
