I don't think it applies The PRC sees Taiwan as an 'internal matter', and therefore no international 'norms' apply to it from the PRC perspective I don't think the PRC doesn't want to do what the US did, but they probably cannot guarantee it. Any failure will threaten the legitimacy of the CCP/CPC. There is the uncertainty of what kind of response other countries do. One possibility is a response from the US, which will require preemptive engagement. The closest US base to Taiwan is in Yokasuka, Japan. This is actually why Sanae Takaichi warned that it may be necessary to intervene Venezuela is a 'failed state', but despite the lack of formal legal status of Taiwan, it is still considered to be in higher reputation.
