Will a fan blowing from under the laptop have an effect like having a normal laptop cooling pad?

So I want to buy this laptop stand but it doesn't come with a fan. Currently, my laptop needs a cooling pad so it doesn't overheat when running games. If I put a fan in this configuration will it have the same cooling effect like a conventional cooling pad?
I’ve seen a bunch of cooling pads on Amazon but not sure if they actually work or just make noise.
I use an RTX 4060 laptop (Lenovo Legion) and during gaming it gets really warm — especially on the left palm rest and under the GPU side.
Does anyone here use a cooling pad that made a noticeable difference? Not expecting miracles, just better temps or comfort would be good.
Open to suggestions if you’ve tested any under $50. Bonus if it’s quiet and has USB passthrough.
I bought a new laptop, and I was thinking in get a cooling pad.
After a research I'm divided, 'cause I found different information about it.
The vantages:
- lower the temps around 7 to 10 degrees
The disvantages:
- blowing again the air to inside of the laptop
- it can blow dust that is coming out of the laptop again to inside of the laptop
- the cooling can damage the fans of the laptop
