Is there a way to just download the pdf and print a paper copy to keep in your glove box? or does DMV make you PAY $$$$ dollars just to get a lil replacement card in your snail mail?

As the title says I lost my vehicle registration papers and I need it to refinance my vehicle. Would the DMV print one out the same day if go into a local office. I'm in California by the way
I'm not old and I have a printer, but I'm just asking for my knowledge. My son didn't have a physical copy (had the PDF) and the cop told him he needed one. He didn't cite him but just gave him a warning.
I am trying to rent an apartment and they need a copy of my vehicle’s current registration. I drive my dad’s car, so it’s under his name. His car registration is up to date but he apparently threw out or misplaced the renewed registration and stickers. He said, even if I got pulled over for expired stickers, it would be in the system and told me not to worry about it. He’s not very mobile and didn’t want to deal with going to the DMV or AAA.
But now I need proof for an application that I need to send in by tomorrow. There is a website https://www.dmv.ca.gov/portal/customer-service/request-vehicle-or-driver-records/ that says you can request that information online but it doesn’t seem to work. He wasn’t able to get it to work. It also says someone else can request vehicle information online for $2.00 but I can’t find any way to do that, there is just a form you have to print out. Why are none of these options actually available? It’s so misleading and wastes so much time!
My dad is mostly immobile, what are my options that don’t require having to get a power of attorney document notarized? Is there anything else I can do or does he have to be the one to do it? I’m in a bit of a time crunch. I paid the holding fee and I have till tomorrow to provide the application and documentation.
