Normally if you do not have an OS yet, the pc should pick up the bootable usb that you have plugged in. If it is not being detected, go to the bios and change the boot order to the USB drive to be the first one. If it still wont go to the windows install with this, you will need to make a new bootable installer or try a different usb drive

That means, your windows is installed in legacy mode.
Gigabyte z390 aorus is still UEFI board (it supports legacy mode too).
Windows in legacy mode also means - fast boot is not supported.

You're not missing much with legacy boot. UEFI just adds slightly faster boot, secure boot option and ability to boot from drives larger than 2TB. That's about it. Not worth to stress about it. You can use large drives (>2TB) without UEFI as secondary storage. You just cant boot from them and use all capacity from such drives.
Registry can be exported with registry editor.
App backup? Haven't heard about such thing. Not sure, if anything like that exists.
Necessary changes in BIOS for UEFI boot will be:
Storage Boot option -> UEFI
First boot device -> Windows Boot Manager
For some reason the "enter into bios" screen is now coming twice during boot up, is this normal?
