I am sorry about the challenge you are facing trying to export your emails.
You are not seeing the File tab and every other step because you are using the new Outlook app.
To the best of my knowledge, the new Outlook app stores emails as EML files and does not support exportation of emails yet. Microsoft is aware of the situation and might include this feature in future updates. You can also submit feedback to Microsoft Outlook development team to make them aware that the feature is still being required by users. Kindly click on the Help tab and select Feedback to do that.
You can switch to the Classic Outlook app and export your emails from there.

I am leaving a job and am wondering if it's possible to export/download an entire email archive from Outlook. I don't have access to the app - just the webmail link. I've read that for the most part no, it's not possible, since business accounts don't allow it. But then some other places of the internet say yes, as long as you have a 3rd party client to do the exporting/downloading for you... Are there workarounds for this? Thanks.
