Always go for Google. IBM certificates use an A.I. female voice which makes me want to bang my head against the wall. Google courses are well-made and easily digestible compare to IBM's. Google Professional Certificates are just more engaging. The requirements for the Google Data Analytics is basic computer knowledge. They assume you are a beginner.
