Yeah, only 0.5% has unlocked him so far, I'd say its safe to say you're one of the first. I'm also having this issue on Pena, I have 2 Indominus's, one on Matanceros and one on Tacano and they are both as happy and cooperative as an Indom can be but on Pena it seems like you have to dedicate a third of your island just to him which is a little rediculous.
