Why hasn't Puerto Rico, Guam, etc. become a state?

While there are several reasons why these territories have not become incorporated into the United States, a large reason is political. Congress is the department of government which may add a new state to the union as outlined by article 4 section 3 of the constitution. The views held by the people of Guam and Puerto Rico are largely democratic, and therefore is unpopular amongst conservatives in this country, as adding more left leaning states into the union would make elections for Republicans much more challenging. Furthermore, in Puerto Rico at least, the parties representing either A.) Remaining unincorporated or B.) Becoming a part of the U.S. are split evenly at about 47%.

What is GUAM like?
It's hot, humid, and has plenty of WWII sites/artifacts around. I spent a total of three weeks there TDY in the mid-'90s as a B-52 crewmember. Back then, the main portions of the economy were tourism (mainly Japanese) and the US military. Many of the Japanese tourists visit battle sites and leave prepared food for the spirits of the Japanese soldiers still entombed or in graves in/around caves. Scuba diving on shipwrecks is very popular, but can be deadly if not done properly and in teams. We were instructed to not walk into the jungle or in the water on the reefs. For the former, people can go only a few dozen yards in and be lost; for the latter, unexpected waves can drag you across the reefs, and your meaty scrubbed skeleton might be found.
