Looks like your air cleaner weas bouncing around. check the screws in the governor plate. I have had a screw back out due to vibration and this will cause the governor th fail, causing the throttle surge.

January 3, 2021 - White smoke would indicate water in the gas and black smoke would indicate a rich running condition. Another thing to try is getting rid of the Stabil and other gas treatments and try running a tank or two of 91 octane, ethanol free fuel.

September 2, 2008 - I had trouble with my 25 hp. Kohler not running well when it got hot. The hotter the day the worse it was. When it started acting up the choke would help it run but it didn't have much power. I tried all the easy stuff to no avail. Finally I changed the ignition coils and that solved the problem.

May 1, 2010 - I've swapped plugs and the problem stayed with the cyl, so it's not plugs. Since it has spark, it could be a timing issue. ... I would remove both rocker arm covers and both spark plugs. Then rotate the engine by hand while observing the behavior, lift and condition of the rocker arms and push rods. Kohler had problems with the rocker arms on the earlier Command engs and have upgrade/ replacements available.
