How does WARN work in different states?
Some states have their own "mini-WARN" laws that provide additional protections or cover smaller employers not covered by the federal law. The WARN act means an employee must be notified 60 days in advance of the layoff effective date, I believe in NY it is 90 days. This is only trigged when more than 50 people are being impacted. Most companies provide in lieu of notice pay instead. I’m not a lawyer or HR PROFESSIONAL but have friends who are. I assume that’s why you aren’t finding what you’re looking for. Did you get 60-90 days of severance?

FYI some companies stagger layoffs to somehow avoid having to actually appear on this list. I’m not sure how that is allowed.

What most companies do is file the WARN notice, and lay the people off with enough time that they satisfy the law. For example, Google files the notice, they tell the impacted individuals that they will be let go in 90 days. The impacted employees sit around for 90 days (or they aren't officially off payrolls until the 90 day period), and then severance (if any) kicks in.. they satisfied the WARN Act without warning anyone. The impacted employees will still be surprised when it happens.. you can't look at these notices and get signals into the future (for the majority of companies who comply).
