Add the following dependency in your POM file:
<dependency>
<groupId>org.openpnp</groupId>
<artifactId>opencv</artifactId>
<version>3.2.0-0</version>
</dependency>
and replace the following lines:
System.loadLibrary(Core.NATIVE_LIBRARY_NAME)
with
nu.pattern.OpenCV.loadShared();
This should solve the problem in WINDOWS also. Happy Coding.

This worked for me.
nu.pattern.OpenCV.loadLibrary();
I'm using following maven dependency
<dependency>
<groupId>nu.pattern</groupId>
<artifactId>opencv</artifactId>
<version>2.4.9-4</version>
</dependency>

Java Maven Deployment - OpenCV Q&A Forum
Hi, I would like to deploy my javafx project with all dependencies, so that the client do not need to install any library on his own like opencv etc. I'm using maven as my build tool which references all needed 3rd party libraries. To include opencv via maven, I installed opencv (the jar and the dll file) to my local maven repo.

The Java OpenCV Maven configuration - OpenCV Computer Vision with Java [Book]
July 30, 2015 - Maven dependencies are usually located in Maven 2 Central Repository. In case they aren't found there, you will need to add other repositories. You can also create a local repository and add your own dependencies there. At the time of writing this book, there were no public dependencies for Java OpenCV.

Under build are the standard OpenCV artifacts. Under build/maven/opencv/target can be found the OSGi compatible Java bundle. When deploying the bundle into an OSGi framework e.g. Apache Karaf, loading of the native library is automatically taken care of. An integration testing module is created under the opencv-it directory and is only of use during the build but is disabled by fault.
