Oh yes, they absolutely can, but you will have to decide if the costs of this work are worth it to you, and you will probably have to ask more than one tailor to find someone willing to go through the trouble (unless you already have a tailor who is up to it). Lemme break it down: We tailors generally base our charges on the amount of time a job is going to take, not necessarily how difficult it will be. In this case, the work is relatively simple but it's still gonna take for-fuckin-ever. A zipper is a pre-assembled, fully functioning unit when it arrives to us. Both sides of teeth and the slider. They are manufactured in pre-set sizes (for example a 12" zipper or 7" zipper or 4" zipper) and we almost never make any changes to the zipper itself. We never create one ourselves and in the event a zipper is damaged it almost never makes sense to repair it. We dig it out, throw it away, and sew in a fresh one. All this means that in order to shorten your jeans, the entire inseam (going up, from the ankle) on each leg has to be re-opened so that the whole zipper can also be moved up the same amount. And no, it is unlikely that the tailor could switch from, say, a 7" to a 5" zipper, because you probably will need the jeans shortened by something like 1 and 5/8 inches or 2 and 1/4 inches. We tailors have to be accurate to measurements way smaller than whole inches. Now, I certainly can't speak for all the other tailors you will meet here and IRL, but if you wandered into my shop and asked for this work, I'm not picking up my scissors for less than 75 bucks.
