Yes, to keep/spend funds in PayPal, you need to set up a cash account aka balance account. This is the case ever since April 2019. Or, withdraw immediately to linked bank acct or eligible debit card. More on reddit.com

It literally shows you what is going to be used as the funding source at checkout, or are you just blatantly ignoring this ?? And you have to affirm the transaction at least twice ; lack of haste…. As for your card , did you add to wallet. ? once added to wallet click on card do you see “Confirm Card ?” did you follow the procedure for this ? Finally have you informed card issuer you wish to use your card on Paypal, and to ensure Peer2peer, international and gaming/gamble:porn (whatever ur poison ) permissions are allowed ?? Once you have a fully verified card on account , go to settings on Paypal, and set Paypal Balance as preference. More on reddit.com
