Should I buy a used note 10 plus?
If it's in your budget then sure. I would buy from Amazon as they have a 90 day warranty on refurbished phones. It was a good phone and the lack of updates could be a problem in the future as developers won't offer support for older systems. It's a perfectly capable phone and has a good choice of colors. You will want to consider having the battery replaced as you don't know how the previous owners treated the phone.

Im looking for an upgrade from my a32 and was looking for something that was more affordable to buy so I checked out some used phones and so far the ones I've come across in my budget are the note 10 plus, s21 and a54, I've heard that the lack of updates may be a problem with the note 10 plus? I really like the design and inclusion of the s-pen. I would like to know others opinions on this.

I'd go for the 21 or 54.
The 54 is awesome value, it's a new phone so updates and warranty for a good while and its a big upgrade over an a32.
S21 is overall stronger, has some more quality of life, and so on. It's a flagship after all. 2 years old at this point but the S series usually gets updates for pretty long so you'd be good for a while. And if you look for a bit, could be a decent bit cheaper than an a54 while offering more.
Note 10 plus is technically an awesome phone in many ways but it IS 5 years old by now. Like, if you were already using it or absolutely love it, it is an amazing device, however, 5 years is a significant time for a phone. Like, if that was your current phone, there would be little need to upgrade for a while but buying it now as an upgrade... eh, I wouldn't.
So if you ask me, get a refurbished S21, should be a good chunk less expensive than a new a54, while offering more performance.
