I assume you mean for the video camera in which case simply select video on your camera and I have circled in yellow where the resolution and frame rate selection is set in the first screenshot below. If you press this selector it will give you the full range of resolutions and frame rates to choose from as in the second screenshot.

Samsung has apparently given the S21 Ultra a boost in its raw shooting skills with support for 12-bit raw files. May 5, 2024 - Silly stuff like this helped reduce camera quality... it may sound very basic... but I made this error ... No plastic film, and I literally just got this phone so I doubt that's the issue. The enhancer is on and if anything just makes things MORE blurry (it completely blurs everything thqt it considers the 'background'). Also, yes the lighting is different - the one in S21 is broad daylight, the S8 is with window blinds down and half cast in shadow.
