r/techsupport on Reddit: "C:\WINDOWS\system32\SecureBootEncodeUEFI.exe" Not Responding Message
December 21, 2022 -

I just got this frozen panel on Windows with the message: ""C:\WINDOWS\system32\SecureBootEncodeUEFI.exe" Not Responding"

What is this and what does it mean? Could it be a problem?

I recently installed fastboot and some adb thing that I don't quite understand because I was planning on installing a lineageos fork on my phone. Maybe that is something to do with it.

Having issues getting Secure Boot / UEFI / GPT boot working right. Any ideas?
Hey. I’ve been having a few issues trying to set up right, maybe someone here can help. Short version, I’m struggling to get Secure Boot working right. SecureBootEncodeUEFI.exe
I just noticeded a Windows cmd window open up right after a Bitdefender update, at least... if the bitdef log is in UTC the the timing is correct. The cmd window was running SecureBootEncodeUEFI.exe and I wonder if indeed BitDefender does use this exe to do some magic after (some) updates. More on community.bitdefender.com

Question - securebootencodeuefi.exe not responding. Could it be a virus? | Tom's Hardware Forum
September 26, 2023 - I also managed to gather some info on the EXE around the internet: -It's not a virus unless something replaced the original file, it came from the recent MS Windows update that fixes a serious UEFI bug. -This update is critical but demanding so they're going slow with it monitoring every step of the process because it renders all your old Windows separate boot and installation media unusable. -The file's description says "Gathers Encoded SecureBoot UEFI Telemetry" so that's why it's scheduled.

November 30, 2015 - If an invalid binary is loaded while secure boot is enabled, the user is alerted, and the system will refuse to boot the tampered binary. On each boot-up, the UEFI firmware inspects each EFI binary that is loaded and ensures that it has either a valid signature (backed by a locally trusted certificate) or that the binary's checksum is present on an allowed list. It also verifies that the signature or checksum does not appear in the deny list.
