It comes from the Roman alphabet that derived it from a Greek letter, originally from an Egyptian hieroglyph. The usual /z/ sound appears in words like “zafiro” (“sapphire”) and “feliz” (“happy”). It is always pronounced as “c” before “e”or “I”. Its sound is produced by supporting the tip of the tongue between the teeth, allowing air through them and without vibrating the vocal cords.
