In the 90’s the governor tried to eliminate it. It was basically his whole platform. Unfortunately it is a major source of funding for localities, so the idea was that the state would pay the tax to the localities on behalf of residents. This was to be phased in gradually, where the state would pay more and residents less each year until residents paid nothing. They got about half way through the phase-in and realized it was financially infeasible. So we are left with this odd system today where the localities bill an amount and you only pay around half of it.

I don’t mind paying taxes but the Missouri personal property tax on vehicles due every year sort of sucks...especially when our cars somehow appreciate in value (what happened to me this year)…
What do other states do to get tax money? Is it higher gas tax? Is it higher grocery tax? Is yearly personal property taxes that Missouri collects a better deal for Missouri residents than what other states do? I’m very naive on this topic so please someone explain.
