Do you have a better description? What exactly is it converting? It looks like it might be an audio amp powered from USB. Where is the audio input is not clear from the picture.

You could just find an old USB cable, chop the end off that you don't want and buzz out the pins/wires. The power and ground are the pins on the outside of the a connector, data on the middle two. A lot of USB power sources will give you 5V power without any negotiation.

I don't care if it isn't safe, Im just wondering if there is any way to do it. Like an adapter or something. I have a power bank with usb outlet but one of my micro-usb cables is hardwired to 2-prong plug (as opposed to plug adapter with usb outlet).
Again, I'm not concerned with safety (I live dangerously), or with alternatives. I'm simply curious if there is a way to get a 2-prong plug into a USB outlet. Thanks!

If it powers micro-USB from a two-prong plug, there has to be a USB power supply built in. This power supply is responsible for rectifying and regulating the supply to 5VDC.
Cut the cable near the built-in adapter and solder a USB type-A connector to the cut end. For bonus points, attach a type A receptacle to the adapter so you have a "plug adapter with USB outlet" and a micro-USB cable.
