Probably not until 2023. The chip shortage for new cars is going to last through all of 2022 (quoting the CEO of chip maker STMicro and the chairman of Daimler), and until that gets straightened out, we probably won't see 2019 like pricing on new or used cars again.
Used car prices did drop a bit in August. Edmunds said the 3.4% decline from $27,245 to 26,308 was because people who urgently needed a car probably bit the bullet already, leading to softer demand.
The next couple of months don't look great - a lot of people are going to need replacements for flooded cars from the hurricanes in Texas and Louisiana. After that, it's all spontaneous. If there's a deal, there's a deal.

The last decent used car I had was a 99 Toyota Camry. Got it with 230,000 Mi for $2,800, put about $9,000 into it over 2 years in maintenance and repairs, got to 318,000 Mi before it gave out. I think anything decent now is probably starting at anywhere between $4,000 and $5,000. More on reddit.com
