Verizon is kinda finicky with activating phones w/ IMEI's that aren't compatible w/ their network. My only suggestion here would be find a phone that is compatible (or try and provide them a bogus IMEI) to get the SIM Card in an activated status, then pop it in your Pixel 5 and go from there. I had to do this awhile back to get my Nexus 7 LTE tablet working on Verizon's network.
