He already had the Mission Impossible franchise as well as the Jack Reacher series (well only two films). It just seems so odd that he'd suddenly wanna headline a horror cinematic universe and especially one such as The Mummy. It could arguably be the worst film he's ever starred in, A truly odd misstep from such a reliable star.

Because he would have been the star of another big franchise like Mission Impossible. Also apparently the director was a total pushover, so most of the terrible things we see in the movie are things Tom basically forced to make happen through rewrites and such

The movie was kinda dark, as in the screen was actually quite difficult to look at. Most of the scenes were night time or in underground settings, and when they weren't the screen was fantastically bright. Apart from yhat I see no reason why it failed.
The sequel had Johnny Depp lined up as the Invisible Man, and who wouldn't want to see that inevitable team up between "evil incarnate" and Mr. Hyde? The Mummy was an origin story, as Mr. Glass would say. Its too bad we'll never see the rest of it.

Tom Cruise isn't why the movie failed. It's because they tried rushing a Cinematic Universe into the movie, and didn't try to have as much fun with the source material like the 1999 movie did.

People didn’t appreciate the forced franchise. The studio got out over their skis by framing out an entire series of movies before making one coherent film. The Mummy was required to include a bunch of foundational elements for the franchise that sidetracked its own plot.
