On the Apple Canada refurbished site, it costs $200 to bump up to 16gb RAM, $200 to get 512gb SSD, but it's $430 extra to get both. Am I missing something, or is this just a blatant cash grab?

Refurb means the units are already build, revised and waiting for buyers. If the combined units are in higher demand than those with one or the other, the price of the high demand units will be higher than the 2 features added. It’s just standard dynamic pricing to keep the stock of each specification at a certain level. If you have time and watch the prices moving over time, you find way larger differences than punny 30 bucks.

I am looking at getting either a refurbished or new Macbook Pro 16" with Apple M3 Max. The prices on the Apple certified refurbished are only slightly less than the brand new, and my hope (or guess) is that they will be basically brand new. However, I have purchased refurb computers via Dell many times and I like them but they tend to have less battery life to them (I don't mind that about the Dells because I felt like I got a substantial discount).
My question is if anyone has had any experience buying an M3 Max refurbed and what the condition was actually like and if they felt like the amount of price savings was good but without sacrificing quality?

Of course. Buying refurbished products directly from Apple is a good way to pay less, in my experience. When Apple refurbishes a product, the product is sent back to a service center where faulty or damaged parts - including parts with scratches or blemishes - are removed and replaced with brand-new parts. Then it undergoes a battery of low-level and high-level tests to ensure all parts function correctly. When you receive an Apple-refurbished product, it is virtually indistinguishable from a new product. It quite literally looks and smells new. And it comes with the same standard warranty and support as a new product. The only noticeable difference you will see when purchasing a refurbished product from Apple is that the packaging is plain rather than being the standard retail packaging, and of course the price is often significantly reduced compared to a new product. I’ve purchased Apple refurbished products for years and have been pleased with every single one. But other retailers do not use Apple’s process when they refurbish items. Each one is different. Some give you a product with scratches, blemishes, and even fingerprints on it. Some do little more than wipe the product with a rag and throw it back in the box. A few do component-level (soldering, etc) repairs that may or may not actually fix all of the problems. Many don’t even bother testing full device functionality after “repair” is done. And often there is no adjustment to the original manufacturer’s warranty, which means depending on the age of the device, you’re only going to get a partial warranty - assuming the warranty wasn’t invalidated by whoever “repaired” it before you got it. For this reason, I don’t recommend buying refurbished Apple products from anyone but Apple directly.
