You could try logging into account.apple.com and add a SMS/2FA-allowable cell phone number to allow you to complete a login on Apple TV. sometimes, adding a Google voice number works. now, if you didnt have an Apple Account prior to your attempt to login into Apple TV and went through the motion of creating one on screen, you should still be able to log into the web account.apple.com. however, if you are using a previously created Apple ID, you might get stuck in a verification loop where the web login wants you to verify on another apple device. In that case, create a new apple account on account.apple.com , add a cell phone number for SMS verification and then use that new account to log into Apple TV.

There's an update to this. Please see this link: Re: appleTV keeps asking for appleID, password and authentication code circularly. The trick is to enter Apple ID and password, but keep them on the screen. Then, use Settings on your trusted device to get a code, and quickly add the code to the password, not space or punctuation. This lets you beat the timeout on the code, which is only about 30 seconds.

I' miss having the same issue. If you go into setting and test your network speed, it asks for the code. That's the only place I've found to input it so far. IT WORKED!!!
