Heres a basic list of things to do as a new world nation:
Pass reforms asap. Your objective is to pass every political reform with special emphasis on becoming a democracy. This is because you need to attract immigrants, and each reform gives bonus, and being a government type democracy gives you a hidden 100% bonus on attracting immigrants. This means letting Jacobians win every revolution until democracy. If you do not do this you will probably never reach GP status as anything not US/Brazil/Mexico.
-Social Reforms are nice, specifically healthcare, but not as important as political
-Clergymen need to be between 2-4% of each state. Your literacy probably sucks, and you need it to be high so you can research those damn techs!
-Build a factory or two asap. Immigrants like being able to immigrate to states that have factory jobs available.
-Know who you can fight. You can probably invade most other new world nations easy (except Brazil), but beware of allies and sphere leaders as they can really ruin your day. Also NEVER bank on a European nation coming to your aid, even if your allied. They AI sucks at naval transport, and will probably not help you out.
-Pick a nation with a large population off the bat(or at least larger than their neighbours) Population is power in this game, and honestly alot of new world nations are hard to play as because they have such low populations. Gran Colombia has a lower population than London in the beginning. Either have that to start with, or wait till you have enough immigrants.
