It's also totally fine/normal for their legs to be crossed or forming angles. They don't need enough room to stretch out. Local firefighters for us are the car seat experts and let us know we are still good for rear facing at about 1 meter and around 16kg. The manual for the car seat confirms. Rear face as long as possible is the best advice out there

Your seat should say. Generally rear facing is safer if they're still comfortable that way. The goal should be to get them past two rear facing if feasible.
