That is correct, IF the title is still being held electronically you will not be able to use the 166 form along with the 227. If you have a bill of sale from the company you purchased the car from, I would try and contact the bank that held the electronic title and see if you can verify that they have released the title electronically, if that is the case you should be able to show them the bill of sale and they can issue you a 166 form. (I work at a financial institution in CA and we do this all the time. :) good luck!)

It's in your best interest to just wait for the paper title to be mailed to you from the company you bought the vehicle from. Then complete your transfer. You can use a Reg 227 have it notarized or use a Reg 166 in conjunction with it. However, the paperless title indicator must be removed from the vehicles record to proceed. This process alone can sometimes take roughly 8 days depending on the financial institution.

I traded in a car in 2023 for another at a dealership and a month later got a paper saying the registration was due. I ignored it and fast forward to today I got a check from the dealership for 590$ for a refund on the registration. I negotiated for them to pay my expired tags and they said they would. Is there a way for me to check I tried looking up the plate on the dmv website with the VIN but it’s not showing up. I think the sales manager may have paid out of pocket.

Which vehicle are you speaking of? The one you just purchased or the trade-in? If you are referring to the trade-in, as long as you have submitted a Notice of Transfer and Release of Liability to the DMV you will not be responsible for anything after the date indicated.
