UTC is "the time" that we've all agreed on as the basic reference for everything else. It's basically equivalent to solar time (time measured by the sun, noon = sun at the highest point) at 0 degrees longitude, within about one second. Everybody else defines their time relative to UTC +/- some amount to account for their location on the globe. UTC doesn't change with daylight savings time either. So it's continuous and always the same for everyone around the globe, which is convenient for global coordination. Because it's tied to solar time, they occasionally need to add a leap second to make sure "noon" is in the right place relative to the sun. This happens because the earth doesn't rotate in a nice integer number of rotations relative to our orbit around the sun. More on reddit.com

You are absolutely correct, and I appreciate how you phrased it. Arizona is NEVER "Pacific Time." While, yes, right now our clocks match those set to Pacific Daylight Time, AZ (with limited exceptions, like the Navajo Nation) is ALWAYS Mountain Standard Time. When the clocks "spring forward" an hour in the summer, Pacific Daylight time matches Mountain Standard time, while Mountain Daylight time is an hour ahead of AZ's Mountain Standard time. When the clocks "fall back" in the winter, Pacific Standard is an hour behind Mountain Standard time, so AZ no longer aligns with the West coast and, instead, welcomes and rejoins our wayward Mountain Daylight sojourners back to Mountain Standard time.
