Does Discover it Charge Foreign Transaction Fees?
They do not. They do convert the charge to USD, but I haven’t dug deep into how they convert it. I believe they do send a notification of the charge via email. Also like someone here already mentioned, be prepared in case the card gets declined. Happens to me more than a few times. More on reddit.com

I just learned my current Discover card is going to be useless in Europe
If you do not want to pay an annual fee just go for the Capital One Savor. It is a no annual fee MasterCard with no foreign transaction fees that earns 3% on dining, groceries, entertainment, and streaming. More on reddit.com
