I noticed you are running Windows 10 Pro on a ARM based device. I got the same error message trying to access the site on a mAC.
Could you try accessing the site on another computer to see if it works there using those browsers?
Also, you are on Windows 10 1803, I would check Windows Update for the latest update to see if it offers Windows 10 1809 and upgrade to that release.
