Forgot my Apple ID password and need to reset it but can’t seem to do so without knowing my Apple ID password. Am I stupid or is this just horrible design?

Just a rant: there’s no way to reset your iCloud password if you don’t know your iCloud password.
If you know the phone passcode and depending on the iOS version, go to settings > name at the top > password and security. You can change your iCloud password since the device is signed into that account.

I have an old 7 plus that I’ve decided to sell (downsizing) but I haven’t used it in a few years and have no idea what the Apple ID password was. So that means I can’t turn off find my to wipe it so I can sell it. I’ve tried selecting forgot password through both the settings and at iforgot.apple.com but it just sends me an OTP which I need to reset it. Problem is it sends the code to the email associated with the account which is an iCloud email and of course I can’t access the iCloud email to get the code to reset the password because I can’t sign into iCloud without the @!,$;:/ password! Am I stupid or was this system designed by a sadist? How on earth do you fix this if it seems you’re locked out at every turn?
Okay, so this is an interesting one - could use some help here!
When I bought my iPhone about a year ago, I was in the process of shutting down my business, including the company phone plan. Due to some weirdness, I had to get a temporary phone number, and it's this phone number (let's call it Temp_Phone_Number) that the Apple Store rep used to set up my iCloud account.
I then forgot my iCloud password (as so many of us do, right!?), and have been unable to reset the password because my iCloud account has Temp_Phone_Number attached to it, which is no longer in service - I now have my original phone number back that I used with my company. I can't change the phone number associated with my iCloud account without logging in, though, and I can't log in, because I don't remember my password. I'm stuck.
I've been on multiple customer service calls with Apple, and have gone into the store for help, and literally, nobody has been able (or willing?) to help me with this. I can't download apps onto my phone without being logged into my iCloud account, which has been so frustrating.
I understand and even appreciate that Apple has secure practices here that make this challenging, but it shouldn't be impossible, right? Does anybody know of a workaround that I haven't thought of? This is so frustrating. Thanks in advance for the help!
I asked this before but none of the suggestions have worked. It's been over 2 months of trying to reset the password to my mac.com email.

I do NOT have this this account setup on any device as the icloud account. This is an email ONLY.

I followed all instructions from iforgot (7 times now). It sent me a message after 24 hours, say to wait another week. When that time passed, I went back to iforgot and it just started the process again.

I have NOT accessed or used the mac that have the email account active on, while waiting for the password reset time to pass.

Apple support has no idea what to do. I have exhausted all options.
I'm hoping by some miracle, someone here has another suggestion.

I'm posting this in the hopes it helps others. I finally got out of the loop.
I had another hour long phone call with a senior support manager and they told me the same thing. I was put back in the 24 hour wait period and my account was locked. After I hung up, I stupidly tried this (and I think I accidentally hacked apple's security measures, lol)
On my mac, that is logged in with a different Apple ID. I created a new user. I then switched to that user and tried to setup the Apple ID that I have been having problems with. It didn't know the password, so I tried the reset password from there again and it threw me back into the same "account locked" and wait 24 hours again.
I then switched back to my main Apple ID and went to users and groups and tried to delete the account I just made (since that attempt didn't work either). It gave me a message that said, you need to login to disable find my phone before you can delete the account and asked for the password (URG!)... Totally defeated,I clicked the forgot your password link again from there. This time it said, "You can reset the password to this icloud account, after you enter the password for this mac... I KNEW THAT! I entered my mac password and it took me right to a "Enter a new password" for icloud and it actually worked.
It bypassed all the wait periods and account locks.
