Hey @dr-nyt, I just want to share my own experience using GitHub Support, it seems like the waiting time for a reply does vary.
Sometimes its pretty quick (got a reply within 3-4 days). While at times, I have tickets that remain open and unreplied for a number of weeks.
How long the waiting time is depends on a variety of things as you've already pointed out - e.g. the number of tickets they receive, the amount of staffing they have etc. Waiting time can also be prolonged especially for more complex issues that require some investigation (e.g. account related matters etc).
Hopefully, by posting this on GitHub Discussions, it can help increase the visibility of the issue you're facing so that a relevant @github-staff or github support enginner can follow up on that.
TLDR: I guess the only solution right now is to wait for a few days more and hopefully the relevant GitHub staff can assist you on your issue.

How long does GitHub Premium Support take?
GitHub Premium Support and GitHub Premium Plus Support Plus customers have service-level agreements (SLAs) for initial response. For urgent priority tickets, the initial response SLA guarantees a 30-minute initial response time, which includes troubleshooting. For high-priority tickets, the initial response SLA provides a four-hour time.
We currently do not provide estimates for time to resolution, as the complexity of tickets varies. However, we review these metrics on a regular basis and reduce times whenever possible.
