He's too famous. No Bond actor ever was an a-lister before the fact. The producers don't want an actor whose fame transcends the role he's playing. Pierce Brosnan famously was rejected for The Living Daylights because his contract on Remington Steele was extended and Cubby Broccoli didn't want James Bond associated with a contemporary TV character. If playing the lead role on a moderately successful detective show is too much, then playing Superman on the big screen is definitely a dealbreaker. It's the same reason why I assume Harrison Ford wasn't even offered an audition for Goldeneye.
