When you call the IRS you don't have to ask for a department. Just describe your problem to whomever answers. But first, I suggest pulling your Account Transcript from IRS.gov ("Get your tax record"). The transcript might show that the problem has resolved itself. Or at least you could tell the phone rep that your payment isn't on the transcript. More on reddit.com

I have used both: Direct Pay simple to navigate works well for one-time payments cannot store bank info cannot see history of payments cannot create an account (have to identify yourself each time with multiple pieces of info) EFTPS primarily focused on self-employed people and businesses can create an account (makes verification much easier) can store bank account info, but is a PITA to change can view and print your payment history Another option is to create an IRS.gov account and pay thru that portal.
