I realise this is an old post but I have recently had this issue in a corporate environment when using MS EMET 5.2 and it was because DEP was enabled in EMET. Removing the tick from DEP in the EMET GUI returned the Java control panel.

I had this problem before with jre6 u45 32bit. By coincidence i found this repeatable solution: It works for me.
- Open Display Settings.
- Go to change ClearType-Text.
- In the ClearType wizard enable and then disable the ClearType checkbox.
- Click next.
- Choose a textsaple that differentiates from the one marked by default
- Repeat this in the rest of the steps of the wizard.
- Click finish and close the wizard.
- Try to open Java Control Panel.
- It should now Open.

Click Windows Start button.
In the Start Search box, type:

If you really don't have shortcut to "Configure Java" in the menu start, then run directly this Java Panel by accessing C:\Program Files\Java\jreJAVA_VERSION\bin\javacpl.exe or C:\Program Files (x86)\Java\jreJAVA_VERSION\bin\javacpl.exe
If you only have jdk installed, then C:\Program Files\Java\jdkJAVA_VERSION\jre\bin\javacpl.exe
I'm trying to open the java control panel from the windows control panel. I'm trying to make it to where java is allowed to use more than 2048mb of my ram so it can run better. My problem is when I open the control panel I can't find the java applet to open it. even if I try to search java on the windows search bar it doesn't come up. It's as if I don't even have java installed. The only place it shows up is when I go into settings and look at my apps it says I have it installed. I've tried redownloading it and tried to open the control panel via the windows terminal but that didn't work either, It just says "Could not open virtual machine".
Is there a program ANY WHERE that will replace Java? I have nothing but problems with it ... I thot it was an Oracle problem but did Microsoft purchase it. My problem is that I'm OLD and cannot concentrate on a billion instructions, especially not as confusing as the instructions for Java AND it would help if the java updates would work ... everything on my computer works flawlessly, except Java. I'll pay someone to get it out of my computer and install a program that WORKS ... plus Java is full of bugs ... and the updates don;t work so it is destroying my security. Help Mr. Wizard please make EVIL MICROSOFT go away and bring NICE Microsoft, back when it worked ...
Sorry that didn't work for you. Have you tried to find Java manually by searching in Explorer for "Java" at the "C:\ " level, e.g., open Explorer, click on your C:\ drive and entering "Java" in the search dialog box? It seems that you must have loaded it in a different folder than Program Files (x86)\Java. Hope you have better luck taking this approach.
You can click on Search present on taskbar or press Ctrl + Q.
Search "Configure Java" and click on it.
That should open the Java Control Panel.
Right-click on the Start button and select the Control Panel option. In the Windows Control Panel, click on Programs. Click on the Java icon to open the Java Control Panel.
Here's a solution that worked for me:
- Open a new finder window and navigate to
/Library/Internet Plug-Ins/. There you will find a file namedJavaAppletPlugin.plugin. - Control + Click this file and choose
Show Package Contentsfrom the contextual menu. - Inside the package, navigate to
/Contents/Home/bin/. - Double click the
ControlPanelfile to display the Java Control Panel. Change any settings as you wish and then save it. - From now on, the panel will be available as always from
“Apple” menu > System Preferences...
Note: if you don't find the JavaAppletPlugin.plugin file inside the /Library/Internet Plug-Ins/ folder, open the Terminal.app and create a symlink from the original:
sudo ln -s /System/Library/Java/Support/CoreDeploy.bundle/Contents/JavaAppletPlugin.plugin /Library/Internet\ Plug-Ins/JavaAppletPlugin.plugin

The Java Plugin and Java WebStart technologies that were deprecated in JDK 9 and marked as candidates for removal in JDK 10 have now been removed. Please note that the Java Control Panel, which was used for configuring the deployment technologies, has also been removed along with the shared system JRE (but not the server JRE) and the JRE Auto-Update mechanism. More details are available in this white paper.

Step 1: To fix this problem, you need to know the name of the executable that drives the Java Control Panel.
a. In the Control Panel, right click on the failed icon and click "Create Shortcut".
b. Locate the new Desktop icon, right click on it and choose "Properties".
c. Discover the actual path by clicking "Change Icon".
Note: If the underlying executable is corrupted or missing, the displayed error message will show the actual path. For example, the Java Control Panel reports "Windows can't find the file C:\Program Files\Java\JRE6\bin\javacpl.exe".
Make a note of the path and filename. Use this to find the registry value in the next step.
Step 2: Removing the Control Panel Icon.

a. Click on Start, type in regedit and hit enter.
b. Position the cursor at the top of the Registry tree.
c. Press Ctrl+F (find) simultaneously and search for the executable's name. When searching, use a partial path, not the full name.
For example, the actual (fully-qualified path name is: C:\Program Files\Java\JRE6\bin\javacpl.exe). In this case, search for this:
"\bin\javacpl.exe" (no quotes)
d. For the Java Control Panel, expect to find this registry key GUID. Be sure this key is within "HKEY_Classes_Root\CSLID" and not in another location in the registry:
HKEY_Classes_Root\CLSID{4299124F-F2C3-41b4-9C73-9236B2AD0E8F}
e. Confirm by opening the key; you will see javacpl.exe lurking within.
f. Delete the top-folder {4299124f...E8F} and all items within.
g. Do not delete the CSLID folder.
h. Close registry editor.
i. Reboot the computer and check for the issue.
