I saw the sample sentence below in the dictionary.

A spokeswoman denied that job losses were being contemplated.

I think they're trying to express "A spokeswoman denied that they are considering laying off employees".

A little difference: "job losses" is a noun, but "lay off" is a phrasal verb.

Besides these two, "downsize" and "staff reduction" are also synonyms.

What are the differences between them and which one do we use more frequently?
