Under services & subscriptions, no office 2016 option – only MS 365 & office for web.
I bought Office 2016 through HUP program using my office email, and I don’t work there anymore. So it's not listed under my MS account.

That is the correct steps to get a download. Any change you have a copy of the download saved anywhere? It would be called officesetup.exe.

Because Office 2016 Pro Plus is a volume license product, it is usually provided through your organization or if you bought it through Microsoft Home Use Program, you need to reinstall from there.
Go to http://microsofthup.com.
Select the Order History link in the upper right-hand corner of the page.
Enter the work email address that you used to buy Office. This will send an email to yourself that contains a link to your order history.
In the email you receive, select the link to view your order history.
On the Order History web page, you should see the install link

Choose the following options then download then ISO image, right click it, choose 'Open with' > File Explorer
Start setup and complete the installation.
