Trying to make an OC for my personal sake, but I can't quite decide what to do. Add too much, it clutters the design. Too little, and it feels like something isn't appropriately represented. Everytime I feel like I get somewhere, something always seems off, and I end up re-doing the whole thing.

Are you working off of a template or drawing it? Do you have a clear idea of what you want as an OC? It sounds like you're down to details and are getting hung up on the extras. What are you adding on that clutters the design? Patterns of fur, feathers, or scales? Maybe horns or fangs or claws are the issue? How are you designing your OC? Traditional art or digital? The latter makes changes a breeze as long as you save your base as you can do layers to add and remove stuff. You can photocopy hand drawn stuff and play with it that way. Once upon a time there was onion skin paper for overlays; it's also called tracing paper. I sometimes start with a traditionally drawn figure, scan it or take a picture of it and then tweak it, as I keep a sketch pad and some pencils with me at work for ideas. I've seen ref sheets with accessories on the side -- glasses, a plush toy, etc. Simple is best and then work your way up.
