Many people use tile for a substrate.
I prefer vinyl flooring.. super easy to clean and I feel better, knowing that after I clean up a poop, that the area has been thoroughly sanitized.
You can check one of your local carpeting places or someplace that sells vinyl flooring to see if they’ll sell you a section.
I purchased mine vinyl floor mat from Zen Habitat which is where I got my 4’x2’x2’ enclosures from.

Basement floors are rarely level and 100% flat. Youll need to spend a good amount of time making it at least as flat as possible with absolutely zero bumps or uneven parts. If you dont not only will your tiles start to veer off course, but fairly quickly the tiles will crack and start to chip away when people walk on it. Honestly a floating tile might be better if you dont like the LVP boards. Still the floor must be flat!! More on reddit.com

They're fine in my opinion if you're just trying to make something look nice on a budget. I did this for my parents after ripping out old linoleum in their kitchen. They couldn't afford the $6,500.00 floors they wanted until last year. They were pleased and most folks have no idea. More on reddit.com
