The yellow/amber light blinks while the controllers are charging and once they are charged they turn off. Similar to when you charge the controller with the usb cable.

So i plugged in my controller while playing a game. It didn't charge while playing. I read in another thread that i'd have to plug it into the back usd port, or to turn the bluetooth off.
Im going to try these. however, how can i know when my controller is fully charged at 100% (not just 3 bars, but fully charged)

As others are saying, when not connected the amber light will stop blinking. If you are connected to the PS5 and playing with it, you could look at the battery status either in Control Center (PS5) or the Quick Menu (PS4). Charing would show the bars filling up in an animation, while charged would be a steady full battery icon. On my PS5, I did notice I had a ? battery icon which typically means the battery status can't be read, but when I unplugged it had 3 bars, so it's possible that was just a bug with showing the wrong icon during a full charge. Either way though, if you see animating battery icon on Control Center / Quick Menu it means it's still charging.

Just single press the PS button to bring up a UI of sorts. One of the icons there is the controller options with a rudimentary charge level.
