That means the minimum and maximum score you likely would have gotten on any form of the SAT with the same verbal/quant ability or learning. It varies from person to person. You’ll hear about people able to bring their score up from the high 500s to the low 700s with several months of dedicated studying and practice and reflecting on why you’re missing what you’re missing, but after that it can seem like no prep will raise your score into the 750+ range, particularly for the reading/writing section.
