Should I maximize for clicks OR conversions in the beginning stages of creating my google ad campaign? Also, should I still set up conversion tracking even if I'm maximizing for clicks?
Yes use either max clicks, manual cpc, or eCPC for the initial stages of the campaign. it’s recommended to have 15-30 conversions over a 30 day period before switching to automated bidding. You should absolutely have conversion tracking set up. You’ll need to know when you have enough conversions and how the campaign is performing. More on reddit.com

If you're using Google Analytics and thank-you page goals it's easy to test whether a conversion goal fires when you visit your thank-you page(s). Go into Analytics and select real-time / conversions. Go visit the thank-you page and you should see a conversion fire within a few seconds. If it fires your conversions are working. Ensure that you've imported any/all conversions into Google Ads and configured them appropriately with type and attribution settings. You're good to go. Note you can also test custom events Analytics goals this way, by submitting your form. If you use the Google Ads conversions you can test those through Google Tag Manager. If you've used that method and aren't using GTM there's really not much you can do other than wait for real conversions or click through one of your own ads, generate a test conversion, and wait for up to an hour for the conversion to track in Google Ads.

Google Ads has rolled out a new way to set up conversions (though not for all accounts yet).

Instead of the old setup screen, there's now a "simplified" flow that lets you add multiple conversion actions more quickly.

For those using Google Tag Manager (GTM), here’s how to set it up:

  1. Select "Conversions on a website"

  2. Enter your URL to check if the tag is installed, then click Continue

  3. Choose the conversion actions you want to set up

  4. Under each one, click "Add a conversion action" and select Google tag

  5. Choose "Create a manual event"

  6. (Optional) Adjust settings like value, count, enhanced conversions, etc.

  7. Click "Use Google Tag Manager", then copy the Conversion ID and Conversion Label

  8. Click "Agree and Finish", then implement it in GTM
