I knew somebody that did this in the early 2000s. They used to close all the exits at once, and then they switch to a rolling closure from North to south and south to north depending on the direction of traffic, but now I believe they switch back to a full closure all at once, but then again I haven’t been in the loop since 2005. They used to get into a state government car that was a basically a service truck that just flew down the HOV lanes, making sure it was clear and they had a radio back to headquarters to approve the opening of the other lanes going the opposite directions. Again, I don’t know how it’s done now, but my friend did that for a year and a half, and then got moved within the Vdot system. More on reddit.com

Approximate schedule
The 495, 95 and 395 Express Lanes run around the clock. Because the 95 and 395 Express Lanes are reversible, the northbound and southbound directions follow an approximate schedule.

Open southbound – 12am to 2pm
Closed for reversal – 2pm to 4pm
Open northbound – 4pm to 12am
Sunday:
