Does Amazon.co.jp prime video support English subtitles? I would like to purchase tenki no ko and watch with English subtitles but I cannot find anywhere on the page that says it has English subtitles. Any help is much appreciated!

Honestly? Amazon prime video is shit. I use it sometimes because I already have amazon prime and there are some exclusive shows there, but the quality is really bad and most shows don't even support japanese subtitles, let alone English ones. This mostly applies for recent stuff, some older stuff that is licensed abroad might or might not have subtitles (and even then it's a gamble). Some stuff is even listed on the store as an "alternate" version (with or without subs) so you need to be sure you search for the right one. It's incredibly confusing, I have no idea why anyone would willingly want to pay for it over other services (like Netflix) if it weren't for amazon prime itself already including it.

Subtitles in English are essentially non-existent on Prime Video in Japan. In fact, subtitles at all are generally not available except for a handful of foreign-language (read: English) movies and TV series where hardsubbed Japanese (eg. it's baked into the video and can't be turned off) is available alongside the original English audio tracks. This is the case even for series which are native to Amazon, like The Grand Tour.
