Check the if you have Windows 11 S Mode installed. This restricts downloading anything outside the Store.
You can switch out of S Mode (it's a one way street) using these instructions:

I second Cattery's question. It is important for us to have a better understanding of the issue so we can provide you with the correct solution.
Can you share the link you were using to download? Is it the driver from Canon you are trying to install? You said it wll not let you, is there an error message? Do you mind sharing a screenshot as well tht shows it won't let you download, if possible?
I don't know for sure at this point if this is the cause. But go to Settings > Apps > Advanced App Settings. Do you see "Choose where to get apps"? If you do, choose "Anywhere" here.
If you cannot find that option, it can mean that your Windows is in S mode. Type winver in the search on the taskbar and hit enter, a pop up window will provide you with some information about whether it is S mode. If it is, please use this instruction to switch out of S mode first.
