They are come and go, but no not timeless Straight pants in regular length are timeless Wide, bell, cropped , skinny are not. Cargo might be timeless if you follow certain style

They come in and out of style like anything else... Cigarette pants in the 60s, capris in the 90s, they're always around in some way. I think it depends on your body/what flatters you. If they are a staple for YOU, it doesn't matter if they are in style necessarily. Like anything else, really. ex. No matter how "Mini" skirts and dresses become, I won't wear them because with my long torso my ass practically hangs out of them. It is uncomfortable and risky and I don't want my bare/underwear bottom on public anything. I'd never wear anything that wasn't at least just above the knee for my own feeling of security. And, it gives my silhouette the illusion that my legs are longer and waist shorter. That said I don't love ankle pants because they give me even shorter legs so, they aren't for me. Regardless of it being a trend or not. I need pants that are cinched and high waisted to my rib cage, wide leg, and pool around my shoes for the most flattering illusion for my personal body *been wearing pants like these for 15 years regardless of trends, even though they are "in" now. I wouldn't NEVER wear ankle pants like... maybe to the beach or something. But def not going to invest in them. If I found. pair that made me feel cute I'd probably get them, but I doubt they'd become a long lasting staple in my wardrobe.
