It's not free, but it was worth every penny to me, Wonderdraft is a really easy to use map making software, and if you want battlemaps instead of world maps, their other product DungeonDraft is great too. More on reddit.com

Best Free Resource for Map Making?

Dungeon Scrawl is pretty good for plotting out a simple dungeon map. Inkarnate is better for more detailed, pretty maps, but is not as easy to use. The happy medium would be Dungeondraft, which is not free. More on reddit.com

Wrote a zero-to-hero tutorial for making battlemaps in Photoshop. You can get the old version - CS2 - for free, and it does everything you need. Takes some setup, but allows for a lot of freedom. Also totally free.
